The Montana Department of Agriculture requires that all individuals who wish to participate in hemp cultivation in Montana must obtain a state license. This means that if you want to grow CBD hemp seeds, clones, or seedlings in Montana, you must first submit an application to the Department.
In November of 2020, Montana will begin implementing their newly USDA approved Hemp Plan. Until then, the state has decided to continue functioning under their previously established Pilot Program and the 2014 Farm Bill. Under the current plan, the state issues licensing in two stages. In addition to obtaining a Planting License and a Production License, growers must also submit a Hemp Planting Report. If you plant more than one Category C variety of hemp, you will be required to pay additional fees. This cost starts at $250. If you want to sell live plants, you must meet additional requirements.
