Like most states, Missouri requires all farmers who want to grow hemp plants and seeds within state borders to submit an application to the Department of Agriculture. Fortunately, this process is fairly simple. You should have no problem obtaining the forms you need online. Once you’ve completed them, you can mail them to the Department’s PO box. In this article, we’ll explain the process step by step.
Steps for Applying to Grow Hemp Seed on Your Missouri Farm
In order to legally grow hemp seed on your Missouri farm, you will need to file for Producer Registration with the Missouri Department of Agriculture. Farmers who wish to sell hemp seeds or propagules are required to also obtain an Agricultural Hemp Propagule and Seed Permit. Here are the steps you’ll need to take in order to register as a producer:
- Visit the Missouri Department of Agriculture website and click on the link for the Industrial Hemp Program page.

- Scroll down the page and download the forms for Producer Registration.
- Fill out the forms with the required information. You will be asked to provide details about your personal information, business entity information, intended crop use, key participants who will receive background checks, and land to be used for cultivation.
- Sign and date the application.
- Submit a map of your proposed location for cultivation that meets the Mapping Guidelines.
- Mail the application to the Missouri Department of Agriculture along with your payment for the $750 registration fee. The mailing address is: Missouri Department of Agriculture, Industrial Hemp Program, PO Box 630, Jefferson City, MO 65102-0630
